The requirement for decorum or dignified conduct applies to all employees in the public sector. The requirement is described in the Danish Civil Servants Act (Tjenestemandsloven) as follows:
“The civil servant must conscientiously comply with the rules that apply to his position, and both on duty and off duty prove worthy of the esteem and trust required by the position.”
Each employee must thus comply with the rules that apply to the employee’s position and the performance of the tasks. The employee must also behave in a manner that is compatible with the service and with the fundamental values and rules of the public sector. The employee must demonstrate the conduct which can justifiably be expected and which is acceptable in relation to the nature and content of the position.
The requirement applies first and foremost to the performance of the work, but may also have an impact on the conduct in the employee’s spare time. If, for example, the employee commits a criminal offence in his or her spare time, such conduct may, depending on the circumstances, be incompatible with the service.
