Precursors for narcotics
Some chemical substances are regulated because they can easily be converted to narcotic drugs or psychotropic substances. The legislation is administered by “Told og Skatteforvaltningen”.
From the 18th of August 2005, the EU regulation 273/2004, 11th of February 2004 concerning narcotic precursors, is implemented; see legislation 326/2005, 18th of May, concerning the administration of the European regulations on the narcotic precursors. Changes to the regulation, 2020/1737, have added some chemicals, and in 2026 the list will be expanded with even more chemicals.
Dealers must hold a license to provide narcotic precursors, which are covered in Annex I (Categories 1 and 2 substances). Dealers must by the transfer to DTU obtain a declaration from the user at DTU, which specifies the intended use. However, there are threshold values for category 2 substances.
From 2026, a recipient declaration / license applies to an entire CVR number (previously, each institute could apply as an independent entity), which means that at DTU we must apply for a single consolidated permit for the use of narcotic precursors. The annual reporting of how much of each compound is stored and used must also cover the entire DTU.

Relatively few substances have been included on the official lists of narcotic precursors. A substance such as γ-butyrolactone, is not recorded, although it is very easily converted into Fantacy (gamma hydroxybutyrate, GHB). Gamma hydroxybutyrate is listed on “Lægemiddelstyrelsens” list B of euphoriant substances. EU however, has a voluntary monitoring list of narcotic precursors, and here, γ-butyrolactone is included. Chemical Companies often require a customer declaration of substances on this list.
At DTU there is no specific requirement for the storage of these substances. The department must assess whether there is a need for tightened up on storage requirements for the substances, including substances on the voluntary monitoring list.
